A BILL TO BE ENTITLED
 
AN ACT
  relating to the period for which an emergency educator certificate
  is valid.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 21.041, Education Code, is amended by
  adding Subsection (b-1) to read as follows:
         (b-1)  The board's rules relating to emergency certificates
  must provide that an emergency certificate is valid for a period of
  not less than three years.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the State Board for Educator Certification shall
  propose rules relating to emergency educator certificates
  implementing Section 21.041(b-1), Education Code, as added by this
  Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
