A BILL TO BE ENTITLED
 
AN ACT
  relating to application of the Administrative Procedure Act to
  certain actions by the Texas Department of Motor Vehicles related
  to the compliance review and safety audit program for commercial
  motor vehicles.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2001.221, Government Code, is amended to
  read as follows:
         Sec. 2001.221.  [DRIVER'S] LICENSES AND ORDERS RELATING TO
  TRANSPORTATION. This chapter does not apply to a suspension,
  revocation, cancellation, denial, or disqualification of a
  driver's license or commercial driver's license, or to an action by
  the Texas Department of Motor Vehicles related to an order to cease
  intrastate operation under the Department of Public Safety's
  compliance review and safety audit program for commercial motor
  vehicles, as authorized by:
               (1)  Subchapter N, Chapter 521, Transportation Code,
  except Sections 521.304 and 521.305 of that subchapter, or by
  Subchapter O or P of that chapter;
               (2)  Chapter 522, Transportation Code;
               (3)  Chapter 601, Transportation Code;
               (4)  Section 644.155, Transportation Code; or
               (5) [(4)]  Article 42A.406 or 42A.407, Code of Criminal
  Procedure.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
