relating to an agreement between parents and classroom teachers of | ||
public school students. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Chapter 26, Education Code, is amended by adding | ||
Section 26.014 to read as follows: | ||
Sec. 26.014. AGREEMENT STATING RESPONSIBILITIES OF PARENT, | ||
STUDENT, AND TEACHER. (a) Each school district shall develop a | ||
written agreement form for each grade level offered by the | ||
district, including prekindergarten, that states the | ||
responsibilities of: | ||
(1) a student enrolled in that grade level; | ||
(2) the student's parent or guardian; and | ||
(3) each of the student's classroom teachers. | ||
(b) An agreement form adopted under Subsection (a) must be | ||
signed at the beginning of each school year by a student's parent or | ||
guardian and: | ||
(1) the student's primary classroom teacher, if the | ||
student is enrolled at an elementary school grade level; or | ||
(2) one of the student's teachers in a foundation | ||
curriculum subject under Section 28.002, as designated by the | ||
campus principal, if the student is enrolled at a middle school, | ||
junior high school, or high school grade level. | ||
(c) An agreement form adopted under Subsection (a) must | ||
include a space for a student to sign the form, if the student | ||
elects to do so. A student is not required to sign the form. | ||
(d) Each school district shall determine the methods for | ||
enforcing the agreements adopted by the district under Subsection | ||
(a), including any penalties incurred if a teacher, parent, or | ||
guardian refuses to sign the agreement. | ||
SECTION 2. This Act applies beginning with the 2017-2018 | ||
school year. | ||
SECTION 3. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2017. |
