| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 31.034, Election Code, is amended to | ||
| read as follows: | ||
| Sec. 31.034. ELIGIBILITY. (a) To be eligible for | ||
| appointment as county elections administrator, a person must: | ||
| (1) be a qualified voter of the state; and | ||
| (2) have received a bachelor's degree from an | ||
| accredited college or university. | ||
| (b) A person who served as a county elections administrator | ||
| on or before September 1, 2011, is exempt from the educational | ||
| requirements prescribed by Subsection (a)(2). | ||
| SECTION 2. This Act takes effect September 1, 2011. | ||
