A BILL TO BE ENTITLED
 
AN ACT
  relating to establishing a grant program to equip motor vehicles
  used by peace officers with certain bullet-resistant components.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 772, Government Code, is
  amended by adding Section 772.013 to read as follows:
         Sec. 772.013.  GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE
  OFFICERS WITH BULLET-RESISTANT COMPONENTS.  (a)  In this section:
               (1)  "Criminal justice division" means the criminal
  justice division established under Section 772.006.
               (2)  "Law enforcement agency" means an agency of the
  state or an agency of a political subdivision of the state that is
  authorized by law to employ peace officers.
               (3)  "Peace officer" means an individual elected,
  appointed, or employed to serve as a peace officer for a
  governmental entity under Article 2A.001, Code of Criminal
  Procedure, or other law.
         (b)  The criminal justice division shall establish and
  administer a grant program to provide financial assistance to a law
  enforcement agency to purchase and install motor vehicles used by
  peace officers of the law enforcement agency in discharging the
  officers' official duties with bullet-resistant windshields, side
  windows, rear windows, and door panels.
         (c)  The criminal justice division shall establish:
               (1)  eligibility criteria for grant applicants;
               (2)  grant application procedures;
               (3)  guidelines relating to grant amounts;
               (4)  procedures for evaluating grant applications; and
               (5)  procedures for monitoring the use of a grant
  awarded under the program and ensuring compliance with any
  conditions of a grant.
         (d)  A law enforcement agency receiving a grant under this
  section must, as soon as practicable after spending the grant
  money, provide to the criminal justice division proof of purchase
  and installation, as applicable, of bullet-resistant windshields,
  side windows, rear windows, or door panels.
         (e)  The criminal justice division may use any available
  money to implement this section.
         SECTION 2.  This Act takes effect September 1, 2025.
