relating to the establishment of a parent education pilot program | ||
by the Department of Family and Protective Services. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Chapter 40, Human Resources Code, is amended by | ||
adding Subchapter E to read as follows: | ||
SUBCHAPTER E. FAMILY SUPPORT AND PARENT EDUCATION PILOT PROGRAM | ||
Sec. 40.151. DEFINITIONS. In this subchapter: | ||
(1) "Community organization" includes nonprofit | ||
organizations, schools, faith-based organizations, health clinics, | ||
and enrichment programs. | ||
(2) "Pilot program" means the parent education pilot | ||
program. | ||
Sec. 40.152. PARENT EDUCATION PILOT PROGRAM. (a) The | ||
department shall establish a parent education pilot program in a | ||
county with a population of at least four million to assist | ||
community organizations in the county in providing parent education | ||
classes to parents of children 12 years of age and younger. | ||
(b) As part of the pilot program the department shall | ||
provide training in an evidence-based parent education program to | ||
the staff of each community organization in the county that agrees | ||
to provide family support and parent education classes that target | ||
parents of children 12 years of age and younger. | ||
Sec. 40.153. PARTICIPANT RESPONSIBILITIES. A community | ||
organization that participates in the pilot program must: | ||
(1) have the organization's staff trained in an | ||
evidence-based parent education program; | ||
(2) provide evidence-based family support and parent | ||
education classes to parents of children 12 years of age and | ||
younger; | ||
(3) recruit parents to attend family support and | ||
parent education classes provided by the organization; | ||
(4) complete the evaluation and participant progress | ||
paperwork required by the department; and | ||
(5) participate in peer support activities and | ||
meetings. | ||
Sec. 40.154. REVIEW OF PILOT PROGRAM; REPORT. Not later | ||
than January 1, 2019, the department shall submit a report to the | ||
legislature on the pilot program. The report must include: | ||
(1) an evaluation of the pilot program that includes | ||
statistics obtained using validated survey instruments that show | ||
the percentage of parents who, after taking family support and | ||
parent education classes from a community organization, report: | ||
(A) a change in the parent's or child's behavior; | ||
or | ||
(B) an improvement in the parent's parenting | ||
skills and knowledge, attitude toward being a parent, or | ||
self-efficacy regarding the parent's parenting skills; | ||
(2) an evaluation of the pilot program's impact | ||
including: | ||
(A) the number of community organizations | ||
participating in the pilot program; | ||
(B) the number of people trained to provide | ||
evidence-based family support and parent education classes; | ||
(C) the number of parents who have taken family | ||
support and parent education classes from community organizations | ||
participating in the pilot program; and | ||
(D) the number of children affected by the family | ||
support and parent education classes taught by community | ||
organizations participating in the pilot program; and | ||
(3) a recommendation as to whether the pilot program | ||
should be continued, expanded, or implemented throughout the state. | ||
Sec. 40.155. GIFTS, GRANTS, AND DONATIONS. The department | ||
may accept a gift, grant, or donation from any source to carry out | ||
the purposes of this subchapter. | ||
Sec. 40.156. RULES. The executive commissioner may adopt | ||
rules to implement this subchapter. | ||
Sec. 40.157. EXPIRATION. This subchapter expires September | ||
1, 2019. | ||
SECTION 2. This Act takes effect September 1, 2015. |
