BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 411.063(a), Government Code, is amended | ||
to read as follows: | ||
(a) The department [ |

rules for the safe movement and the parking of vehicles in the | ||
Capitol Complex. [ |
||

SECTION 2. Section 411.065(a), Government Code, is amended | ||
to read as follows: | ||
(a) A person commits an offense if the person violates a | ||
rule of the department adopted under Section 411.062 or [ |
||
|
||
SECTION 3. On the effective date of this Act, rules of the | ||
State Preservation Board adopted under Section 411.063, Government | ||
Code, are transferred to the Department of Public Safety of the | ||
State of Texas and are continued in effect until amended or repealed | ||
by the Department of Public Safety. | ||
SECTION 4. The change in law made by this Act to Section | ||
411.065, Government Code, applies only to an offense committed on | ||
or after the effective date of this Act. An offense committed | ||
before the effective date of this Act is governed by the law in | ||
effect on the date the offense was committed, and the former law is | ||
continued in effect for that purpose. For purposes of this section, | ||
an offense was committed before the effective date of this Act if | ||
any element of the offense occurred before that date. | ||
SECTION 5. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2015. |
