A BILL TO BE ENTITLED
 
AN ACT
  relating to a disciplinary proceeding for a professional employee
  of a school district based on the employee's use of physical force
  against a student.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 22.0512(a), Education Code, is amended
  to read as follows:
         (a)  A professional employee of a school district may not be
  subject to disciplinary proceedings for the employee's objectively
  reasonable use of physical force against a student to the extent
  justified under Section 9.62, Penal Code.
         SECTION 2.  This Act applies only to a school district
  employee disciplinary proceeding for conduct that occurs on or
  after the effective date of this Act. A school district employee
  disciplinary proceeding for conduct that occurs before the
  effective date of this Act is governed by the law in effect on the
  date the conduct occurs, and that law is continued in effect for
  that purpose.
         SECTION 3.  This Act takes effect September 1, 2011.
