| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 511.009, Government Code, is amended by | ||
| adding Subsection (d) to read as follows: | ||
| (d) The commission may not establish minimum standards | ||
| under this chapter that are more stringent than the state or federal | ||
| constitution requires, as determined by a specific order or opinion | ||
| issued by a court of this state or the United States. | ||
| SECTION 2. This Act takes effect September 1, 2013. | ||
