A BILL TO BE ENTITLED
 
AN ACT
  relating to entry of a guilty plea by a minor for certain offenses
  under the Alcoholic Beverage Code.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 106.10, Alcoholic Beverage Code, is
  amended to read as follows:
         Sec. 106.10.  PLEA OF GUILTY BY MINOR. (a) Except as
  provided by this section, a [No] minor may not plead guilty to an
  offense under this chapter except in open court before a judge.
         (b)  For an offense other than an offense under Section
  106.041, Subsection (a) does not apply to a minor who:
               (1)  at the time the plea is entered, resides outside
  the county where the offense is alleged to have occurred; and
               (2)  has not previously been convicted of an offense
  under this chapter.
         SECTION 2.  This Act takes effect September 1, 2013.
