| relating to a limitation on annexation by certain municipalities. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter Z, Chapter 43, Local Government Code, | ||
| is amended by adding Section 43.908 to read as follows: | ||
| Sec. 43.908. RESTRICTED ANNEXATION BY CERTAIN | ||
| MUNICIPALITIES. A municipality in a county that contains an | ||
| international border and borders the Gulf of Mexico may not annex | ||
| area other than an unincorporated area that is entirely surrounded | ||
| by the incorporated territory of the municipality until all of the | ||
| unincorporated areas that are entirely surrounded by the | ||
| incorporated territory have been annexed. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2013. | ||
