A BILL TO BE ENTITLED
 
AN ACT
  relating to signs posted by public institutions of higher education
  to facilitate the reporting of and to prevent incidents of sexual
  harassment, sexual assault, dating violence, and stalking.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E-3, Chapter 51, Education Code, is
  amended by adding Section 51.2821 to read as follows:
         Sec. 51.2821.  REQUIRED POSTING OF SIGNS BY PUBLIC
  INSTITUTION OF HIGHER EDUCATION. (a) In this section:
               (1)  "Institution of higher education" has the meaning
  assigned by Section 61.003.
               (2)  "QR code" has the meaning assigned by Section
  443.001, Health and Safety Code.
         (b)  As part of the comprehensive prevention and outreach
  program developed by the institution under Section 51.282(d), an
  institution of higher education shall post in each of the
  institution's bathrooms a sign that must:
               (1)  contain information summarizing the institution's
  resources for victims of sexual harassment, sexual assault, dating
  violence, and stalking;
               (2)  be written in English and Spanish;
               (3)  measure at least 11 inches by 14 inches in size;
  and
               (4)  include:
                     (A)  the phone number for the National Domestic
  Violence Hotline;
                     (B)  the phone number for the Texas Abuse Hotline;
  and
                     (C)  a QR code that leads to an electronic version
  summarizing the institution's resources for victims of sexual
  harassment, sexual assault, dating violence, and stalking.
         SECTION 2.  This Act takes effect September 1, 2023.
