A BILL TO BE ENTITLED
 
AN ACT
  relating to restrictions applicable to young hunters of
  white-tailed deer during a special open season.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 62, Parks and Wildlife
  Code, is amended by adding Section 62.0165 to read as follows:
         Sec. 62.0165.  HUNTING OF WHITE-TAILED DEER DURING YOUTH
  WEEKEND. (a) If the commission provides a special two-day weekend
  open season under Section 61.058(a), the commission shall for that
  weekend only:
               (1)  suspend for white-tailed deer hunting any county
  or regional special antler restrictions regarding an inside spread
  measurement between the main beams of 13 inches or more; and
               (2)  establish a bag limit of one white-tailed deer per
  hunter.
         (b)  To the extent of any conflict with Subsection (a), a
  hunting restriction imposed by a landowner who allows hunting on
  the landowner's private property prevails. 
         SECTION 2.  The Parks and Wildlife Commission shall adopt or
  amend rules applicable to youth hunting of white-tailed deer to
  comply with Section 62.0165, Parks and Wildlife Code, as added by
  this Act, as soon as possible, with the goal of having the new rules
  in place for the youth hunting weekend that is traditionally held
  before the start of the regular open season for white-tailed deer.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
