A BILL TO BE ENTITLED
 
AN ACT
  relating to the release of a vehicle held by a vehicle storage
  facility.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2308.458, Occupations Code, is amended
  by adding Subsection (f) to read as follows:
         (f)  The court may issue an order of release directing a
  vehicle storage facility to immediately release the vehicle to the
  owner of the vehicle or a booting company to immediately remove a
  boot from the vehicle.  If the court finds that the person to whom an
  order described by this subsection was issued has not complied with
  the order, the court may issue an order directing the person to
  appear on a designated date and show cause why the person should not
  be held in contempt of court. If the court then finds that the
  person directly or indirectly disobeyed the order of release, the
  court may find the person in contempt of court and impose a
  punishment under Section 21.002(c), Government Code.
         SECTION 2.  This Act takes effect September 1, 2013.
