A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring the Port of Houston Authority to comply with
  historically underutilized business provisions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 5007, Special District
  Local Laws Code, is amended by adding Section 5007.229 to read as
  follows:
         Sec. 5007.229.  HISTORICALLY UNDERUTILIZED BUSINESSES.
  Chapter 2161, Government Code, applies to the authority in the same
  manner as if the authority were a state agency subject to that
  chapter.
         SECTION 2.  (a) Not later than December 1, 2015, the Port of
  Houston Authority shall adopt the rules required to implement the
  change in law made by this Act.
         (b)  Section 5007.229, Special District Local laws Code, as
  added by this Act, applies only to a purchase of goods or services
  or a contract entered into on or after January 1, 2016.
         SECTION 3.  This Act takes effect September 1, 2015.
