| relating to the composition of the aviation advisory committee. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 21.003, Transportation Code, is amended | ||
| by amending Subsection (b) and adding Subsection (b-1) to read as | ||
| follows: | ||
| (b) Except as provided by Subsection (b-1), a [ |
||
| member must have five years of successful experience as: | ||
| (1) an aircraft pilot; | ||
| (2) an aircraft facilities manager; or | ||
| (3) a fixed-base operator. | ||
| (b-1) One committee member must be a member of the Texas | ||
| commercial space flight industry. Subsection (b) does not apply to | ||
| a committee member appointed under this subsection. | ||
| SECTION 2. (a) The change in law made by Section | ||
| 21.003(b-1), Transportation Code, as added by this Act, regarding | ||
| the qualifications of members of the aviation advisory committee | ||
| does not affect the entitlement of a member serving on the committee | ||
| immediately before the effective date of this Act to continue to | ||
| serve as a member of the committee for the remainder of the member's | ||
| term. The change in law applies only to a member appointed on or | ||
| after the effective date of this Act. | ||
| (b) The Texas Transportation Commission shall appoint the | ||
| committee member required by Section 21.003(b-1), Transportation | ||
| Code, as added by this Act, to fill the first vacancy that occurs on | ||
| the aviation advisory committee on or after the effective date of | ||
| this Act. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2013. | ||
