A BILL TO BE ENTITLED
 
AN ACT
  relating to a one-year moratorium on the collection of tolls.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 372, Transportation Code,
  is amended by adding Section 372.059 to read as follows:
         Sec. 372.059.  ONE-YEAR TOLL MORATORIUM. (a)
  Notwithstanding any other law, a toll project entity may not charge
  a toll for use of a toll project between September 1, 2023, and
  August 31, 2024.
         (b)  The department shall make all required payments on all
  obligations of a toll project entity that are payable from or
  secured by revenues of a toll project, including bonds or interest
  on those bonds.
         (c)  This section expires September 1, 2024.
         SECTION 2.  This Act takes effect September 1, 2023.
