| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 322.008, Government Code, is amended by | ||
| amending Subsection (a) and adding Subdivisions (1) and (2) to read | ||
| as follows: | ||
| Sec. 322.008. APPROPRIATIONS BILL. (a) The director, | ||
| under the direction of the board and members of the House Committee | ||
| on Appropriations and Senate Committee on Finance, shall prepare | ||
| the general appropriations bill for introduction at each regular | ||
| legislative session, provided that: | ||
| (1) the members of the House Committee on | ||
| Appropriations and Senate Committee on Finance are presented with | ||
| the information for each recommended appropriation before the | ||
| appropriations bill is introduced; and | ||
| (2) the members of the House Appropriations Committee | ||
| and Senate Committee on Finance authorize each appropriation in the | ||
| introduced appropriations bill before the appropriations bill is | ||
| introduced. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
