A BILL TO BE ENTITLED
 
AN ACT
  relating to the regulation by a municipality or county of the rental
  or leasing of housing accommodations.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 250, Local Government Code, is amended
  by adding Section 250.007 to read as follows:
         Sec. 250.007.  REGULATION OF RENTAL OR LEASING OF HOUSING
  ACCOMMODATIONS. A municipality or county may not adopt or enforce
  an ordinance or regulation that prohibits an owner, lessee,
  sublessee, assignee, managing agent, or other person having the
  right to lease, sublease, or rent a housing accommodation from
  refusing to lease or rent the housing accommodation to a person
  because of the person's lawful source of income to pay rent,
  including a federal housing choice voucher.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
