A BILL TO BE ENTITLED
 
AN ACT
  relating to the reporting by an owner of a facility used to store
  certain hydrocarbons to the chief appraiser of an appraisal
  district of information related to property stored in the facility.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 22.04, Tax Code, is amended by adding
  Subsection (e) to read as follows:
         (e)  Notwithstanding Subsections (a) and (b), an owner of a
  facility that is used to store oil, gas, or other hydrocarbons
  produced from wells operated by other persons shall file with the
  chief appraiser a report listing as of January 1:
               (1)  the name of each well operator on behalf of whom
  the owner of the facility stores oil, gas, or other hydrocarbons in
  the facility;
               (2)  the types of hydrocarbons stored on behalf of each
  well operator; and
               (3)  the volume of each type of hydrocarbon stored on
  behalf of each well operator.
         SECTION 2.  This Act applies only to the rendition of
  property for ad valorem tax purposes for a tax year beginning on or
  after the effective date of this Act.
         SECTION 3.  This Act takes effect January 1, 2012.
