relating to a study on the impact of the use of administrative | ||
segregation on inmates of the Texas Department of Criminal Justice. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) In this section, "department" means the | ||
Texas Department of Criminal Justice. | ||
(b) The comptroller of public accounts, in coordination | ||
with the Health and Human Services Commission and the Department of | ||
State Health Services, shall conduct a study on the impact of the | ||
use of administrative segregation on inmates confined in facilities | ||
operated by or under contract with the department. The study must | ||
evaluate the impact of administrative segregation on an inmate's | ||
physical and mental health. The department shall provide access to | ||
facilities and records and otherwise assist the comptroller in | ||
conducting the study. | ||
(c) Not later than December 1, 2024, the comptroller shall | ||
prepare and submit a written report containing the results of the | ||
study and any legislative recommendations to: | ||
(1) the governor; | ||
(2) the lieutenant governor; | ||
(3) the speaker of the house of representatives; | ||
(4) each standing committee of the legislature having | ||
primary jurisdiction over the department; | ||
(5) the department; and | ||
(6) the Legislative Budget Board. | ||
(d) This Act expires September 1, 2025. | ||
SECTION 2. This Act takes effect September 1, 2023. |
