| relating to the emissions inspection and safety certification of | ||
| vehicles retrofitted to operate on compressed natural gas. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter F, Chapter 548, Transportation Code, | ||
| is amended by adding Section 548.308 to read as follows: | ||
| Sec. 548.308. INSPECTION AND CERTIFICATION OF VEHICLES | ||
| RETROFITTED TO OPERATE ON COMPRESSED NATURAL GAS. (a) In this | ||
| section, "CSA America CNG Fuel System Inspector" means a person who | ||
| has successfully completed the CSA Standards compressed natural gas | ||
| certification program. | ||
| (b) An owner of a vehicle retrofitted to operate on | ||
| compressed natural gas may not operate the vehicle unless: | ||
| (1) an emissions test is performed on the vehicle | ||
| before and after the vehicle is retrofitted, and the | ||
| post-conversion test emissions level is as good as or better than | ||
| that of the baseline test; and | ||
| (2) the vehicle is certified as safe in accordance | ||
| with relevant standards by an inspector who is a CSA America CNG | ||
| Fuel System Inspector or has equivalent qualifications. | ||
| SECTION 2. Section 548.308, Transportation Code, as added | ||
| by this Act, applies only to a vehicle retrofitted to operate on | ||
| compressed natural gas on or after September 1, 2013. | ||
| SECTION 3. This Act takes effect September 1, 2013. | ||
