CONCURRENT RESOLUTION
         WHEREAS, Section 14, Article IV, Texas Constitution,
  authorizes the governor to disapprove a bill passed by both houses
  of the legislature and presented to the governor for approval; and
         WHEREAS, Section 14, Article IV, Texas Constitution, further
  authorizes the legislature, if the legislature is in session, to
  reconsider and approve a bill the governor has disapproved, and as a
  result the bill shall become law; and
         WHEREAS, The governor has disapproved H.B. No. 2138, as
  passed by the 83rd Legislature, Regular Session, 2013, while the
  legislature is in session; now, therefore, be it
         RESOLVED by the 83rd Legislature of the State of Texas, 1st
  Called Session, 2013, That the legislature in accordance with
  Section 14, Article IV, Texas Constitution, hereby approve H.B. No.
  2138, and that bill hereby becomes law notwithstanding the
  objections of the governor.
