| proposing a constitutional amendment guaranteeing the right to life | ||

| authorized under federal constitutional law. | ||
| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 19, Article I, Texas Constitution, is | ||
| amended to read as follows: | ||
| Sec. 19. (a) No citizen of this State shall be deprived of | ||
| life, liberty, property, privileges or immunities, or in any manner | ||
| disfranchised, except by the due course of the law of the land. | ||
| (b) The protections of this section with regard to the right | ||
| to life apply to an unborn child. To the fullest extent authorized | ||
| under federal constitutional law as interpreted by the United | ||
| States Supreme Court, abortion is prohibited in this state. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 3, 2015. | ||
| The ballot shall be printed to provide for voting for or against the | ||
| proposition: "The constitutional amendment guaranteeing the right | ||
| to life of unborn children and, to the fullest extent authorized | ||
| under federal constitutional law as interpreted by the United | ||
| States Supreme Court, prohibiting abortion." | ||
