| proposing a constitutional amendment prohibiting the imposition of | ||
| a carbon tax. | ||
| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Article VIII, Texas Constitution, is amended by | ||
| adding Section 26 to read as follows: | ||
| Sec. 26. The legislature may not impose a tax on: | ||
| (1) the carbon content of a fuel; or | ||
| (2) the emission of carbon dioxide or other greenhouse | ||
| gas that results from the use, production, or consumption of any | ||
| good or service. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 4, 2025. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment prohibiting the | ||
| imposition of a carbon tax." | ||
