proposing a constitutional amendment to authorize the legislature | ||

for the conservation, reuse, or recycling of water. | ||
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Article III, Texas Constitution is amended by | ||
adding Section 52-c to read as follows: | ||
Sec. 52-c. PROGRAMS FOR WATER CONSERVATION. | ||
Notwithstanding any other provision of this constitution, the | ||
legislature may provide for the creation of programs and the making | ||
of loans and grants of public money, other than money otherwise | ||
dedicated by this constitution to use for a different purpose, for | ||
the public purpose of water conservation. In carrying out the | ||
public purposes of this section, the legislature may by general law | ||
exempt from ad valorem or other taxes all or part of real and | ||
personal property used for or services related to water | ||
conservation. | ||
SECTION 2. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 5, 2013. | ||
The ballot shall be printed to permit voting for or against the | ||
proposition: "The constitutional amendment to authorize the | ||
legislature to provide for the creation of programs for the public | ||
purpose of water conservation, including the making of loans and | ||
grants of public money and the exemption from taxation property | ||
used for and services related to water conservation." |
