A JOINT RESOLUTION
  proposing a constitutional amendment to authorize the legislature
  to exempt from ad valorem taxation property used to control
  pollution, regardless of whether the property is used to meet or
  exceed rules or regulations adopted for that purpose.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1-l(a), Article VIII, Texas
  Constitution, is amended to read as follows:
         (a)  The legislature by general law may exempt from ad
  valorem taxation all or part of real and personal property used,
  constructed, acquired, or installed wholly or partly to prevent,
  monitor, control, or reduce [meet or exceed rules or regulations
  adopted by any environmental protection agency of the United
  States, this state, or a political subdivision of this state for the
  prevention, monitoring, control, or reduction of] air, water, or
  land pollution.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to authorize the
  legislature to exempt from ad valorem taxation property used to
  control pollution, regardless of whether the property is used to
  meet or exceed rules or regulations adopted for that purpose."
