BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Article VII, Texas Constitution, is amended by | ||
adding Section 21 to read as follows: | ||
Sec. 21. The legislature shall appropriate to each state | ||
institution of higher education, out of the first money coming into | ||
the treasury not otherwise appropriated by this constitution, an | ||
amount sufficient to fund at least 50 percent of the cost to the | ||
institutions of providing tuition and fee exemptions for veterans | ||
under a program created by the legislature by general law. | ||
SECTION 2. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 2, 2021. | ||
The ballot shall be printed to provide for voting for or against the | ||
proposition: "The constitutional amendment requiring the | ||
legislature to appropriate funds to state institutions of higher | ||
education to fund certain education programs for veterans." |
