proposing a constitutional amendment to reduce the allocation of | ||
certain general revenue to the economic stabilization fund and to | ||
use that revenue for certain science, technology, engineering, and | ||
mathematics (STEM) scholarships. | ||
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 49-g, Article III, Texas Constitution, | ||
is amended by adding Subsection (c-3) to read as follows: | ||
(c-3) Notwithstanding any other provision of this section, | ||
each time the comptroller determines the amount of general revenue | ||
to be allocated for transfer to the economic stabilization fund | ||
under Subsection (c-1) of this section and that amount is not | ||
increased under Subsection (c-2) of this section, the comptroller | ||
shall reduce the amount of that transfer by 0.01 percent and retain | ||
the amount by which the transfer is reduced as general revenue. | ||
Money retained as general revenue under this subsection may be used | ||
only to provide for a scholarship program for citizens or lawful | ||
permanent residents of the United States who are residents of this | ||
state and are enrolled in an undergraduate science, technology, | ||
engineering, or mathematics (STEM) program at a public institution | ||
of higher education in this state. The legislature by general law | ||
shall provide for the administration of the scholarship program. | ||
SECTION 2. The following temporary provision is added to | ||
the Texas Constitution: | ||
TEMPORARY PROVISION. (a) This temporary provision applies | ||
to the constitutional amendment proposed by the 87th Legislature, | ||
Regular Session, 2021, to reduce the allocation of certain general | ||
revenue to the economic stabilization fund and to use that revenue | ||
for certain science, technology, engineering, and mathematics | ||
(STEM) scholarships. | ||
(b) The amendment to Section 49-g, Article III, of this | ||
constitution applies beginning with the transfer to be made to the | ||
economic stabilization fund under Section 49-g(c) of that article | ||
during the state fiscal year that begins September 1, 2023. | ||
(c) This temporary provision expires January 1, 2024. | ||
SECTION 3. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 2, 2021. | ||
The ballot shall be printed to permit voting for or against the | ||
proposition: "The constitutional amendment to reduce the | ||
allocation of certain general revenue to the economic stabilization | ||
fund and to use that revenue for certain science, technology, | ||
engineering, and mathematics (STEM) scholarships." |
