| WHEREAS, Rick Crowley is retiring as Rockwall city manager on | ||
| January 31, 2021, drawing to a close a remarkable career in public | ||
| service that has spanned more than four decades; and | ||
| WHEREAS, Mr. Crowley first joined the City of Rockwall in | ||
| 1984, when he accepted a job as an administrative assistant; he went | ||
| on to lead the parks and recreation, public works, and municipal | ||
| services departments before becoming assistant city manager in | ||
| 1998, and he was chosen as the new city manager in 2012; and | ||
| WHEREAS, During his time in Rockwall, Mr. Crowley has played | ||
| a vital role in its growth from a small town to a bustling city, | ||
| overseeing such important developments as the expansion of the | ||
| city's parks and recreation system, the creation of The Harbor | ||
| retail center, and the transition to a combined paid-volunteer fire | ||
| department; and | ||
| WHEREAS, Mr. Crowley previously worked for the municipal | ||
| government in Burleson and served as city manager for Colorado | ||
| City; and | ||
| WHEREAS, Rick Crowley's adept and forward-looking leadership | ||
| has helped guide Rockwall through a transformative period in its | ||
| history, and his many valuable contributions will continue to | ||
| resonate in the years to come; now, therefore, be it | ||
| RESOLVED, That the House of Representatives of the 87th Texas | ||
| Legislature hereby congratulate Rick Crowley on his retirement as | ||
| Rockwall city manager and extend to him sincere best wishes for | ||
| continued success in all his endeavors; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for Mr. Crowley as an expression of high regard by the | ||
| Texas House of Representatives. | ||
