relating to the appropriations of money from the economic | ||
stabilization fund for the 2014-2015 state fiscal biennium. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. FOUNDATION SCHOOL PROGRAM. In addition to other | ||
amounts appropriated to the Texas Education Agency for all or part | ||
of the state fiscal biennium beginning September 1, 2013, the | ||
amount of $4,000,000,000 is appropriated for that biennium from the | ||
economic stabilization fund to the agency for the Foundation School | ||
Program under Chapter 42, Education Code. | ||
SECTION 2. TEXAS GRANT PROGRAM. In addition to other | ||
amounts appropriated to the Texas Higher Education Coordinating | ||
Board for all or part of the state fiscal biennium beginning | ||
September 1, 2013, the amount of $500,000,000 is appropriated for | ||
that biennium from the economic stabilization fund to the board for | ||
the Toward Excellence, Access, & Success (TEXAS) grant program | ||
under Subchapter M, Chapter 56, Education Code. | ||
SECTION 3. MEDICAID EXPANSION. In addition to other | ||
amounts appropriated to the Health and Human Services Commission | ||
for all or part of the state fiscal biennium beginning September 1, | ||
2013, the amount of $50,400,000 is appropriated for that biennium | ||
from the economic stabilization fund to the commission for purposes | ||
of expanding eligibility for the Medicaid program to all persons | ||
who apply for assistance through the program and for whom federal | ||
matching funds are available under the Patient Protection and | ||
Affordable Care Act (Pub. L. No. 111-148) as amended by the Health | ||
Care and Education Reconciliation Act of 2010 (Pub. L. No. 111-152) | ||
to provide that assistance. | ||
SECTION 4. EFFECTIVE DATE. This Act takes effect | ||
immediately, but only if it receives a vote of two-thirds of the | ||
members present in each house of the legislature, as provided by | ||
Section 49-g(m), Article III, Texas Constitution. |
