A BILL TO BE ENTITLED
 
AN ACT
  relating to improving the accountability of local workforce
  development boards and consumer information regarding job training
  programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 302.048, Labor Code, is amended by
  amending Subsections (c) and (d) and adding Subsections (d-1) and
  (g) to read as follows:
         (c)  Based on the criteria prescribed under this section, the
  commission shall develop annual performance measures to be used by
  the commission to evaluate each local workforce development board.
         (d)  The commission shall post on its Internet website an
  annual report of the results of the commission's most recent
  evaluation of each local workforce development board. The report
  must be posted:
               (1)  not later than the end of the second quarter
  following the 12-month period covered by the report, as determined
  by the commission for purposes of this subdivision; and
               (2)  [on the commission's Internet website] in a format
  that:
                     (A)  is readily accessible to and understandable
  by a member of the public; and
                     (B)  includes any necessary explanatory
  information.
         (d-1)  The annual report posted by the commission on its
  Internet website under Subsection (d) must include the following
  information regarding each local workforce development board:
               (1)  a comparison of the board's result on each annual
  performance measure established by the commission with the
  applicable commission-established target for that measure; and
               (2)  a summary of material findings from the most
  recent financial monitoring review conducted by the commission.
         (g)  Each local workforce development board shall include in
  a prominent location on its Internet website a link to the annual
  report required to be posted on the commission's website under
  Subsection (d).
         SECTION 2.  Subchapter C, Chapter 302, Labor Code, is
  amended by adding Section 302.049 to read as follows:
         Sec. 302.049.  JOB TRAINING PROGRAM DATABASE. (a) To
  facilitate a consumer's informed selection among job training
  programs, the commission shall:
               (1)  include in its searchable database of job training
  programs that are currently approved by one or more local workforce
  development boards and certified by the commission, annual
  performance outcomes for each program, including the program's
  completion rate, post-program completion entered employment rate,
  and average starting hourly wages at placement, or, if hourly wages
  are not appropriate, post-program completion average quarterly
  wages; and
               (2)  update the database to reflect the most recent
  annual performance outcomes of programs not later than the end of
  the second quarter following the 12-month period for which outcomes
  were computed, as determined by the commission for purposes of this
  subdivision.
         (b)  Each local workforce development board and certified
  provider of a job training program included in the database
  described by Subsection (a) shall submit to the commission any data
  requested by the commission regarding job training programs as
  necessary for the commission to carry out its duties under that
  subsection.
         (c)  The commission may adopt rules as necessary to
  administer this section.
         SECTION 3.  The Texas Workforce Commission shall post on its
  Internet website the first annual report required by Section
  302.048(d), Labor Code, as amended by this Act, not later than May
  1, 2016.
         SECTION 4.  This Act takes effect September 1, 2015.
