| by navigation districts for certain purposes. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 60.038, Water Code, is amended by adding | ||
| Subsection (d) to read as follows: | ||
| (d) A district may not convey or exchange an interest in | ||
| real property to an individual or private entity for the purpose of | ||
| bedding or harvesting oysters, regardless of whether the bedding or | ||
| harvesting is to be done directly by the individual or private | ||
| entity or the heirs, successors, or assigns of the individual or | ||
| private entity. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2019. | ||
