relating to the character of and citation to enacted legislation. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subtitle B, Title 3, Government Code, is amended | ||
by adding Chapter 312A to read as follows: | ||
CHAPTER 312A. GENERAL PROVISION | ||
Sec. 312A.001. NATURE OF AND REFERENCE TO LEGISLATIVE | ||
ENACTMENTS. (a) When all requirements of law have been met for a | ||
bill passed by both houses of the legislature to become law, | ||
including action of the governor and any subsequent action of the | ||
legislature under Section 14, Article IV, Texas Constitution, the | ||
measure becomes an Act of the legislature and should no longer be | ||
referred to as a bill or cited by reference to its former bill | ||
number or author. | ||
(b) To the extent practicable, in official documents and | ||
publications an Act of the legislature should be cited by reference | ||
to the chapter number assigned by the secretary of state under | ||
Section 405.014 or to the statutory designation of the law enacted | ||
or amended by the Act, without reference to the bill by which the | ||
legislature enacted that law. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2013. |
