relating to a study on relocating the Legislative Reference | ||
Library. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) In this section, "commission" means the | ||
Texas Facilities Commission. | ||
(b) The commission shall conduct a study on the benefits to | ||
the state of relocating the Legislative Reference Library to a site | ||
outside of the State Capitol. | ||
(c) The commission shall: | ||
(1) determine the amount of space required for the | ||
optimal operation of the Legislative Reference Library, taking into | ||
consideration the duties and functions of the library and the | ||
convenience and productivity of its users; | ||
(2) identify alternative sites for the library that | ||
are near the State Capitol and that are currently or were formerly | ||
used as a library; | ||
(3) estimate for each alternative site the benefits | ||
and costs to the state of relocating the library to that site; and | ||
(4) estimate the cost of converting the existing site | ||
into office space to be allocated in equal amounts to the governor's | ||
office, the senate, and the house of representatives. | ||
(d) Not later than December 1, 2016, the commission shall | ||
submit to the legislature a written report containing the findings | ||
of the study. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2015. |
