| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter E, Chapter 31, Election Code, is | ||
| amended by adding Section 31.125 to read as follows: | ||
| Sec. 31.125. VOTER EDUCATION FOR PERSONS CONFINED IN JAIL. | ||
| (a) The secretary of state, the authority in charge of the jail in | ||
| each county, and the early voting clerk of each county shall take | ||
| appropriate action to: | ||
| (1) inform each qualified voter confined in jail of | ||
| the voter's right to vote; and | ||
| (2) provide the qualified voter an opportunity to | ||
| vote. | ||
| (b) The authority in charge of the jail shall allow a person | ||
| who is qualified to vote and confined in jail access to a voter | ||
| registrar or deputy voter registrar for the purpose of submitting | ||
| an application to register to vote. | ||
| SECTION 2. This Act takes effect September 1, 2021. | ||
