A BILL TO BE ENTITLED
 
AN ACT
  relating to voting while confined in jail.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 31, Election Code, is
  amended by adding Section 31.125 to read as follows:
         Sec. 31.125.  VOTER EDUCATION FOR PERSONS CONFINED IN JAIL.
  (a) The secretary of state, the authority in charge of the jail in
  each county, and the early voting clerk of each county shall take
  appropriate action to:
               (1)  inform each qualified voter confined in jail of
  the voter's right to vote; and
               (2)  provide the qualified voter an opportunity to
  vote.
         (b)  The authority in charge of the jail shall allow a person
  who is qualified to vote and confined in jail access to a voter
  registrar or deputy voter registrar for the purpose of submitting
  an application to register to vote.
         SECTION 2.  This Act takes effect September 1, 2021.
