| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Chapter 229, Local Government Code, is amended | ||
| by adding Subchapter Z to read as follows: | ||
| SUBCHAPTER Z. MISCELLANEOUS PROVISIONS | ||
| Sec. 229.901. RESTRICTION ON MUNICIPAL REGULATION IN | ||
| CERTAIN AREAS. Notwithstanding any other law, in an area in which | ||
| the residents are ineligible or have only limited eligibility to | ||
| vote in municipal elections, a municipality may not regulate an | ||
| activity or structure that is regulated by this state. | ||
| SECTION 2. This Act takes effect September 1, 2019. | ||
