A BILL TO BE ENTITLED
 
AN ACT
  relating to the designation of an emergency management planner by
  state agencies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 418, Government Code, is
  amended by adding Section 418.0055 to read as follows:
         Sec. 418.0055.  EMERGENCY MANAGEMENT PLANNER; TRAINING
  REQUIRED. (a) In this section, "state agency" has the meaning
  assigned by Section 411.0251.
         (b)  Each state agency shall designate a full-time employee
  of the agency to serve as emergency management planner for the
  agency.
         (c)  An emergency management planner designated by a state
  agency shall:
               (1)  prepare and keep current an emergency management
  plan for the agency; and
               (2)  annually complete the training prescribed by the
  division under this section.
         (d)  The division shall develop and provide a training course
  related to emergency management planning. The division shall
  provide a certificate of completion to a person who completes the
  training course required by this section.
         (e)  A person who completes the training required by this
  section is exempt from the training required under Section 418.005,
  if applicable.
         SECTION 2.  This Act takes effect September 1, 2019.
