A BILL TO BE ENTITLED
 
AN ACT
  relating to pregnancy-related deaths and maternal morbidity and the
  creation of a maternal health care quality improvement program.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 34, Health and Safety Code, is amended by
  adding Section 34.0155 to read as follows:
         Sec. 34.0155.  MATERNAL HEALTH CARE QUALITY IMPROVEMENT
  PROGRAM. (a) The commission, department, and task force shall
  implement a program to distribute maternal safety informational
  materials to health care providers in this state to improve the
  health care response for leading causes of preventable death among
  pregnant and postpartum women.
         (b)  The commission, department, and task force shall
  develop maternal safety informational materials that include tools
  and procedures based on best practices for common medical issues in
  maternal health.  The informational materials must include for each
  maternal health issue:
               (1)  care guidelines accessible in multiple formats,
  including paper and electronic;
               (2)  a guide for implementing best practices in care
  provided by hospitals; and
               (3)  a slide set for professional education focused on
  maternal health care.
         (c)  Not later than December 1 of each even-numbered year,
  the commission shall submit to the governor, the lieutenant
  governor, the speaker of the house of representatives, the
  Legislative Budget Board, and the appropriate standing committees
  of the legislature a written report that includes:
               (1)  a summary of the program's implementation and
  outcomes; and
               (2)  a summary on the feasibility of adding a provider's
  use of procedures included in the maternal safety informational
  materials as an indicator of quality for commission data.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect on the 91st day after the last day of the
  legislative session.
