A BILL TO BE ENTITLED
 
AN ACT
  relating to the location of meetings of the board of directors of a
  municipal utility district.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 54, Water Code, is amended
  by adding Section 54.103 to read as follows:
         Sec. 54.103.  MEETINGS. (a)  A regular or special meeting of
  the board must be held:
               (1)  if less than 50 percent of the land area inside a
  district has been developed, at a publicly accessible location:
                     (A)  inside the district; or
                     (B)  not more than 10 miles outside the district;
  or
               (2)  if at least 50 percent of the land area inside a
  district has been developed and except as provided by Subsection
  (b), at a publicly accessible location inside the district.
         (b)  If at least 50 percent of the land area inside a district
  has been developed, the board may hold a regular or special meeting
  of the board at a publicly accessible location not more than 10
  miles outside the district if five qualified electors petition the
  board to designate a location outside the district.
         (c)  This section does not prohibit the board from holding an
  open or closed meeting by telephone conference call or video
  conference call in accordance with Chapter 551, Government Code.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
