| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Chapter 322, Government Code, is amended by | ||
| adding Section 322.0195 to read as follows: | ||
| Sec. 322.0195. RECIDIVISM REPORT. (a) The board shall | ||
| prepare a biennial report on recidivism that includes rearrest, | ||
| reconviction, and reincarceration rates. The report must include: | ||
| (1) statewide rates and rates for each county in this | ||
| state; and | ||
| (2) information regarding: | ||
| (A) individuals who have served any part of a | ||
| sentence in a county jail; and | ||
| (B) individuals who are rearrested, reconvicted, | ||
| or reincarcerated in other states. | ||
| (b) In preparing the report, the board shall collaborate | ||
| with the Department of Public Safety. The Department of Public | ||
| Safety shall provide any information requested by the board for the | ||
| purpose of preparing the report. | ||
| (c) The report may be included in any other report made by | ||
| the board. | ||
| (d) Not later than December 1 of each even-numbered year, | ||
| the board shall submit the report to the governor, lieutenant | ||
| governor, and each member of the legislature. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2023. | ||
