A JOINT RESOLUTION
  proposing a constitutional amendment to prohibit the legislature
  from requiring a license or permit for the wearing of arms.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 23, Article I, Texas Constitution, is
  amended to read as follows:
         Sec. 23.  (a) Every citizen shall have the right to keep and
  bear arms in the lawful defense of himself or the State.
         (b)  The [; but the] Legislature shall have power, by law, to
  regulate the wearing of arms, with a view to prevent crime, but may
  not require a citizen of this state to obtain a license or permit to
  wear arms.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 2, 2021.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment prohibiting the
  legislature from requiring a license or permit for the wearing of
  arms."
