BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 2(a), Article VI, Texas Constitution, is | ||
amended to read as follows: | ||
(a) Only a [ |

disqualifications provided by Section 1 of this article or by a law | ||
enacted under that section who is a citizen of the United States and | ||
who is a resident of this state shall be deemed a qualified voter in | ||
any election held in this state; provided, however, that before | ||
offering to vote at an election a voter shall have registered, but | ||
such requirement for registration shall not be considered a | ||
qualification of a voter within the meaning of the term "qualified | ||
voter" as used in any other Article of this Constitution in respect | ||
to any matter except qualification and eligibility to vote at an | ||
election. | ||
SECTION 2. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 4, 2025. | ||
The ballot shall be printed to permit voting for or against the | ||
proposition: "The constitutional amendment clarifying that a | ||
qualified voter in this state must be a United States citizen." |
