| WHEREAS, The Senate of the State of Texas is pleased to | ||
| recognize David L. Howell, who is retiring as deputy executive | ||
| director of the Texas Board of Professional Engineers on May 31, | ||
| 2019, after 13 years of service to the board and three decades of | ||
| distinguished service to the state; and | ||
| WHEREAS, A graduate of The University of Texas at El Paso, | ||
| David Howell has a bachelor of science degree in mechanical | ||
| engineering; he began his state service in 1989, and he enjoyed a | ||
| long career working primarily in the field of environmental | ||
| engineering; and | ||
| WHEREAS, He accepted the role of director of licensing for | ||
| the Texas Board of Professional Engineers after many years of | ||
| engineering experience, and in November of 2013, he began serving | ||
| as the board's deputy executive director; and | ||
| WHEREAS, As deputy executive director, David has overseen | ||
| all agency functions, including enforcement and licensing | ||
| activities; he has effectively managed legislative reporting and | ||
| implementation, rule development, and budget and policy issues, | ||
| and he has served as a voice for the board at numerous statewide | ||
| and national functions; and | ||
| WHEREAS, A highly respected and trusted professional, | ||
| David has been selected to represent the board on several | ||
| national taskforces and committees relating to licensure, public | ||
| outreach, and examinations; he has also regularly hosted | ||
| licensing and ethics presentations for universities and | ||
| engineering groups; and | ||
| WHEREAS, David Howell's skilled leadership has been a | ||
| true asset to the Texas Board of Professional Engineers, and | ||
| his presence on the board will be greatly missed; now, | ||
| therefore, be it | ||
| RESOLVED, That the Senate of the State of Texas, 86th | ||
| Legislature, hereby commend David L. Howell on his exemplary | ||
| career and his many contributions to the state and extend to him | ||
| best wishes for the future; and, be it further | ||
| RESOLVED, That a copy of this Resolution be prepared for | ||
| him as an expression of esteem from the Texas Senate. | ||
