2. That the Department of Education shall establish and appoint members to a work group, ensuring representation from each region of the Commonwealth and including community leaders, parents of school-aged children, and minority-owned education service providers, to advise the Department of the Treasury and the Virginia Education Success Account Program administrator that it selects pursuant to the provisions of this act on effective methods and strategies for outreach to parents who reside in rural areas of the Commonwealth, parents of children who are eligible to receive free or reduced price lunch, and parents who are members of a racial or ethnic minority group regarding awareness of, the application process for, and the benefits and opportunities provided pursuant to the Virginia Education Success Account Program.
