Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 1 of Chapter 1 of Title 3.2 a section numbered 3.2-108.2 as follows:
§3.2-108.2. Urban farming; promotion.
A. The Department shall adopt regulations to promote, in cooperation with the Department of Education, the Virginia Farm Bureau, and the Virginia Municipal League, urban farming in the Commonwealth.
B. Such regulations shall (i) create programs to educate the public about the importance of urban farming; (ii) support the provision of agricultural education in urban areas; (iii) provide technical, professional, and other assistance to urban farmers and to local governments, including assistance with organic certification; (iv) support the marketing of products grown on urban farms, including fruits, livestock, and heritage vegetables; (v) encourage collaborations between urban farmers and local restaurants, farmers markets, culinary schools, and wineries and craft breweries; and (vi) promote urban farming to students in public elementary and secondary schools and at public institutions of higher education.
