Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:26 as follows:

§33.1-223.2:26. Imposition and collection of tolls in connection with transportation projects.

If the Commonwealth Transportation Board, the Department of Transportation, or any contract of whatsoever nature entered into by the Board or the Department authorizes the imposition and collection of tolls for the use of any bridge, tunnel, highway, or other transportation facility constituting a component of any public highway system in the Commonwealth, no portion of such toll proceeds shall be expended for the operation, maintenance, maintenance replacement, improvement, enhancement, expansion, construction, or reconstruction of any other bridge, tunnel, highway, or other transportation facility, regardless of whether the facility for the use of which the toll is, or is to be, imposed and collected is or is not within the same transportation corridor or could serve the same potential users as the other facility.
