A BILL to amend the Code of Virginia by adding in Article 1 of Chapter 9 of Title 15.2 a section numbered 15.2-926.3, relating to liability of owner for illegal consumption of alcohol; civil penalty.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 9 of Title 15.2 a section numbered 15.2-926.3 as follows:

§15.2-926.3. Use of premises for illegal consumption of alcohol; civil penalty.

Any locality may by ordinance provide that the owner of any residence is liable for a civil penalty of $100 for the use of the premises for the illegal consumption of alcohol, provided the owner knew or reasonably should have known that the premises was being used for this purpose.
