Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-407.2 as follows:

§23.1-407.2. Public institutions of higher education; legacy admissions prohibited.

A. As used in this section, "legacy admissions" means any policy or practice whereby any individual who applies for admission to an institution of higher education and who is the child, grandchild, or sibling of an alumnus of such institution is afforded preferential treatment in the admissions decision.

B. No public institution of higher education shall utilize legacy admissions for any student applicant.
