13100459D Be it enacted by the General Assembly of Virginia: 1. §1. The State Inspector General shall conduct a comprehensive financial audit of Virginia's four-year public institutions of higher education to determine need, efficiency, fiscal responsibility, and compliance with fiscal practices required under Virginia law. The audit shall also assess whether (i) intended program outcomes are measurable and have been accomplished and (ii) the programs and the operations of such institutions are managed efficiently, economically, and effectively. §2. The State Inspector General shall complete the financial audit no later than July 1, 2015, and shall submit a report to the Governor and the General Assembly on or before October 15, 2015, detailing any findings or recommendations for improving the efficiency and fiscal practices of such four-year public institutions of higher education, including recommending changes in the law that are necessary to address such findings. |
